background - issues

When the right to privacy interferes with the right to health, we have a substantial issue on our hands. The question then becomes one of context-specific prioritisation. Not only do solutions for transforming data need to be explored and implemented, but guidance on when to use them is also required; in some situations, they may actually impede action instead of facilitating it. In others, they may be the only way to move forward.
